Most shelters operate without government funding. They rely entirely on public donations, charity shop income, and the goodwill of their communities. The basics — food, litter, bedding, medical supplies — are always needed. The less obvious things — enrichment toys, scratching posts, heating pads for neonatal kittens — are just as critical.
